The Small Business Office is the engine that drives small business inclusion opportunities
by facilitating the building of relationships between our buyers and potential small
business suppliers. Small Business Classification Examples:
- Manufacturers: 500 employees or less
- Business and Professional Services: $7.0 million sales*
- General & Heavy Construction: $33.5 million sales*

Small Business Categories
Small Business (SB) - A “Small Business Concern” means a concern, including its
affiliates that is independently owned and operated, not dominant in the field of
operation in which it is bidding on government contracts, and qualifies as a small
business under the criteria and size standards.
Small Disadvantaged Business (SDB) - A firm may represent that it qualifies as an
SDB for any Federal subcontracting program if it believes in good faith that it
is owned and controlled by one or more socially and economically disadvantaged individuals.
Women-Owned Small Business (WOSB) - A small business concern that is at least 51%
owned by one or more women, or, in the case of any publicly owned business, at least
51% of the stock is owned by one or more women. In addition, one or more women must
control the management and daily business operations.
Veteran-Owned Small Business (VOSB) - A small business concern that is at least
51% owned by one or more veterans or in the case of any publicly owned business,
at least 51% of the stock is owned by one or more veterans. In addition, one or
more veterans must control the management and daily business operations.
Service Disabled Veteran-Owned Small Business (SDVOSB) - A small business concern
that is at least 51% owned by one or more service disabled veterans or in the case
of any publicly owned business, at least 51% of the stock is owned by one or more
service disabled veterans. In addition, the management and daily business operations
must be controlled by one or more service disabled veterans. In the case of a permanent
or severe disability, the spouse or caregiver of such a service-disabled veteran
may control the management and daily operations.
Hubzone Small Business (HZ) - A concern that has been certified by SBA as a HUBZone
Small Business. If a concern self-certifies with you that it has received SBA’s
HUBZone certification, you must verify this in the Central Contractor Registration
at www.ccr.gov.
